Process for Identifying Quality Library Resources
 Schedule  Description of Activity Status
April 28, 2000  Meet with secondary school library media specialists to seek input from them regarding the collection development implementation. Alert them to begin collecting faculty and student recommendations to add to Consideration File.
May 1, 2000 Finalize vendor specifications for acquisitioning, processing, cataloging, and delivery of library materials.  
May 4, 2000  Meet with Follett book jobber to discuss Collection Development Specifications which outline subject area content, core selection catalogs, acquisition tools, processing, cataloging, purchasing, and delivery requirements. Follett has a comprehensive databases of all in-print books whereby they use the content specifications we supply to them to produce catalogs of highly recommended, age-appropriate books matched to our Curriculum Map. Receive pilot school (Cockeysville M) Collection Analysis. The Follett proposal is available from Della Curtis, Coordinator.  
 May 11, 2000 Meet with Baker and Taylor book jobber to discuss Collection Development Specifications which outline subject area content, core selection catalogs, acquisition tools, processing, cataloging, purchasing, and delivery requirements. Baker and Taylor has a comprehensive databases of all in-print books whereby they use the content specifications we supply to them to produce catalogs of highly recommended, age-appropriate books matched to our Curriculum Map. The Baker and Taylor proposal will be finalized the week of May29, 2000, and will be available from Della Curtis, Coordinator  
May 23 - June 15, 2000 Begin Curriculum Mapping, a process to identify specific content and subject keywords which describe the 6-12 curriculum. These lists will be given to jobbers in order that they can develop selection catalogs. The curriculum mapping will be done in collaboration with library media specialists and curriculum offices.  
 June 5, 2000 Make MARC Records (digital inventory of each school) to jobbers who will prepare core collection tool. Union catalog already complete.  
July 11 - 21, 2000 Develop an addendum to the Curriculum Mapping to reflect new curriculum written during the Summer Curriculum Workshops.  
 July 11-12, 2000 Meet with vendors for which jobbers do not supply their publications, i.e., Grolier, World Book, and other reference materials vendors. Discuss Collection Development Specifications and their ability to comply.  

 

Acquisition Procedures

May 9, 2000  Meet with Carol Cook, Coordinator of Purchasing, to discuss purchasing procedures in light of increased volume of orders. Explore possibilities to use technology to streamline acquisitions through online ordering with book jobbers.  
 May 10, 2000 Alert the Media Processing and Automation Center of their involvement in cataloging a small percentage of books from vendors where cataloging processing services are not available. The Media Processing and Automation Center uses Bibliofile Cataloging Database to produce MARC Records, labels, and barcodes.  
 May 11, 2000 Discuss with the Office of Accounting and Financial Reporting the possibility of "online" ordering, monitoring, and reporting.  
 June 1, 2000 Meet with Follett jobber and the offices of Accounting and Purchasing to discuss ordering procedures, online catalogs, and record keeping (school by school order/expenditures status). All information will be available on the Internet and available via a password to authorized county personnel.  
 July 30, 2000 Develop Purchasing Guidelines Manual for Library Media Specialists. Provide staff development on August 30, 2000.  
August 1, 2000  Test Follett pilot school online catalogs.  
August 31, 2000 - April 15, 2001 Schools will order materials from online jobber selection tools developed for the Baltimore County Public Schools. Independent orders to vendors not handled by the jobbers will also be prepared and sent. The Office of Library Information Services will approve and monitor orders and maintain records of expenditures.  
     

   Funding Accountability and Project Assessment
 July 15, 2001 Allot funds to each school in order to bring them up to 80% of MSDE Collection Size Standard. Compute by subtracting current inventory less out-dated books copyrighted in 1960's, 1970's, and 1980's and multiply the difference by $25.00 (average book price).  
 July 15, 2001 Develop a database of schools to maintain a record of school allotments and expenditures. All purchases must be made by May 1, 2001.  
 May 11, 2000

Meet with Gary Brager of the Office of Research and Data Analysis to plan assessment strategies. The following is a summary of the meeting:

  • Link the collection + curriculum + teachers to use as a supportative tool for improving student achievement.
  • Use of statistical reports to determine how the resources in the collection are being used by students and teachers in the research process and school wide reading programs.
  • Collect data over the next three years based on the following:
    ---Growth in composite index scores of standardized tests (CTBS) and MSPAP for middle schools.
    ---Growth in scores of SAT, final exams, and enrollment in advanced placement courses in high schools.
    ---Case study : Responses after research from teachers and students regarding the use of the resources in the collection.
    ---Case study : Responses from parents and PTA regarding the use of he resources in the collection.
    ---Survey librarians, teachers, students, and parents modifying the instrument created by the Maryland State Department of Education for the S.A.F.E. grant to assess the impact of new materials on student achievement.
 
Meeting held
June 1, 2001  Gather BCPS assessment data and submit report to various authorities and stakeholders. Analyze and distribute Follett Final Collection Analysis for each school following receipt of library materials.
