Important hotline for domestic violence victims who need information and referrals for services offered in the Baltimore and Carroll County areas. Trained counselors offer crisis counseling and safety planning. Assists domestic violence victims seeking shelter, victim advocate and legal options.

  • Emergency Safe Shelter provides 90 days of anonymous safe shelter to adult and child victims of domestic who are forced to flee their homes to avoid further conflict or violence. Call Shelter Director, 410-285-7496, 24 hours a day/seven days a week. Service is free of charge. Counseling, victim advocacy in seeking legal solutions or support in court, case management, and other support and resources are available.


  • Transitional Shelter provides 6 month of extended Safe Shelter services to victims of domestic violence who have resided in the Emergency Safe Shelter and have demonstrated both the need and the capability of benefiting from the extended stay.

Domestic violence shelter for women and children, with counseling, supportive and legal services.  Average stay in shelter is 45 days and there is no limit on length of stay. Shelter houses 84 individuals. Hotline provides confidential counseling, entry to shelter, referrals to counseling programs.
