I can only assume he's talking about the Earth Force bombing of martian civillians - ordered by Clarke. I didn't think killing your political opponents was part of his presidential duties, but you learn something new every day don't you ?

Don't see where the ETs fit in though ? He may be a power-hungry murderer, but its kind of hard to see Clarke working with aliens.
